7c2954b0ad Add 'last run' timestamps for recurring events, and take these into 
account when firing events on daemon rescheduling (via HUP.)

b18647f6a5 Commit the pile of initial work. Largely taken from company internal 
repos, allowed to be newly released.  Portions already in production,
coverage still needs to be boosted.  Enjoy.
